It was easy enough to create something similar, using one of the MCT Scalloped Stitched Rectangular Dies and a "thanks" die from the Thank You & Frame set. To easily make the background, I cut cardstock in the colors I liked in 1/2" strips, covered a 4 1/4" x 5 1/2" piece of printer paper with Stick It Adhesive, and then lay down all of the strips. Once I trimmed off the excess, I just adhered this piece down to my card base, added my little rectangle and some sequins, and that was it!
